Closed captioning compliance in the United States is governed by three primary regulatory frameworks — the Federal Communications Commission, the Americans with Disabilities Act, and the Web Content Accessibility Guidelines. Each framework has distinct requirements, enforcement mechanisms, and applicability to different types of video content. The Federal Communications Commission (FCC) has regulated closed captioning on broadcast television since the Television Decoder Circuitry Act of 1990 and the Telecommunications Act of 1996.
